New dialogue between both Korea?

A new evolution is going to happen between North Korea and his neighbor South Korea. The country led by communist suggested few days ago, a talk about a joint industrial complex. Finally, South Korea accepts it in spit of the current missile launching. Can we find here, a new departure between both enemies’ sisters?

A meeting is planed this Tuesday closed to the borderline in order to talk about this issue. South Korea doesn’t forget to mention that it was a big surprise to receive a phone call from North Korea last week. Needless to say that everybody share this point of view.

This industrial complex is very important for North Korea. First of all, it’s one of the last joint projects between both Koreas and besides, one of the most important source of funding for the communist country. That’s why North Korea pays attention to this complex, located at the north borderline.

It seems to me important to remember it’s not the first time that both countries try to talk. North Korea since the beginning try makes harder the access to the factory from South Korea. Some deep controls are necessary everyday to get into the industrial complex. Furthermore, needless to remember, that theses talks happen amid international tensions with the North Korea. It didn’t accept UN sanctions and so decided to stop six nation disarmament talks. In addition to the rocket launching, North Korea condemned a South Korean man for criticizing the North’s political system. North Korea also asked South Korea to stay out of a UN led security initiative aimed at stopping the spread of massive destruction weapons. If South Korea plans to participate, North Korea will consider it as a statement of confrontation.

How should we analyze it? At the first glance, it seems that North Korea made a big effort. North Korea called its neighbor although we are amid tensions. It made the first step to go through a new dialogue. Yet, if the communist system did it, it’s not without conditions. North Korea asked South Korea to not get involved into talks about the spread of massive destruction weapons. It seems to me a big issue. Indeed, North Korea wants his enemy stops fighting against it. And if South Korea decided to do it, it will be like a war statement. Yet when 2 countries are enemies, the aim is to win against the other. So, North Korea to my mind asks a lot. Whatever South Korea in a conciliation mood accepted it. It’s of course a good new for the international community which has some difficulties resolving North Korea’s issue. To conclude, it’s a double success for North Korea. It also decided to talk to South Korea to earn money. Don’t forget that North Korea is not a rich country and if it can earn money without an international aid, it will do everything to get it.
