UN & Darfur’s issue

Darfur’s situation didn’t keep on worsening. Khartoum’s government never really accepted that the International Criminal Court condemn President

Omar Hassan al-Bashir on war crimes charges. Since this arrest warrant 2 weeks ago, Sudanese President took the decision to expel 13 foreign humanitarian aid organization and 3 local ones from the country. The international community deeply criticizes this statement.

How Sudanese will stay alive in the Darfur area? Everybody knows that first of all, humanitarian aids are not enough. So now, how could they do? Theses organizations brought adequate food, drinking water and medical care. It means that Darfur area will loose half of the distribution and provision aids.

We have to keep in mind that the civil war touches the area since 2003. Besides, it’s not the first war (first one 1987 – 1989 and second one 1996 – 1998). Many reasons can explain that: climatic fact (drought), increasing of the population, some deposits of petroleum, ethnic relationship, a lake of unification, others African wars and a deep conflict for the field. This conflict more that a simple one. Khartoum government support one of the ethnic group so in 2003, he left it “slaughtering” the other one. On an international point of view, this action was qualified as genocide for the US and as crime against humanity for UN. The international community agrees to say that more than 300 000 people died until July 2008. We must also count all the refugee camps in the closer countries.

Besides, Western ambassadors all agree to say that it was not an easy job to go in Darfur. Sudanese government seems to forget that the safety of the UN workers and the personnel of the humanitarian organizations were subjected to many attacks. Many UN peacekeepers died in Darfur. How explain that it was for nothing if humanitarian aids have to be stopped? The official, Rashid Khalikov, the director in New York for the Office for the Coordination of Humanitarian Affairs also added: “Our ability to help the people of Darfur and northern Sudan has been seriously compromised”.

Sudan’s friends also expressed their fear faced to theses expulsions. Actually Sudanese government got some supports since the beginning of the conflict. The bigger one is China. They disagree with some commercial punishments. They also disagree with the arrest warrant against Sudan President. However, it is accused by Amnesty International selling weapons to Sudanese. Most of the arms come from Chinese manufactures in Sudan. Many Western also accused China helping Sudan for petroleum.

So Susan E. Rice, the American ambassador to the United Nations followed Hillary Clinton’s speech. She said that Sudanese President Mr. Bashir is responsible for the fate of all the people in Darfur. She added that he “created this crisis” and “he should rectify it immediately.” She also claimed that American won’t stop helping Sudanese. Yet, the government’s decision seems irrevocable. The 2 Sudanese representatives explained it again and accused International aids to create a crisis.

This situation shows again a failure the Security Council. The research of an agreement was for American a waste of time. Darfur’s issue appears for all of us without any solutions. Or as the court’s chief prosecutor, Luis Moreno-Ocampo said “The Sudan has to find the way to arrest Bashir and stop the crimes; that is the best way”.
